The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Assess program effectiveness or the improvement of complex program and management processes and systems encompassing difficult and diverse functions or issues that affect critical aspects of DHS programs.
  • Determines the need for written policies on quantitative assessments.
  • Analyzes capabilities-based grants, grants resources, emergency management training, and Federal, State, and local preparedness exercise data, including after-action reports and improvement plans.

    For the GS-12:

  • You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: planning, developing, coordinating and/or guiding programs, including reviewing and analyzing program related issues and problems, making recommendations for program improvements, and a familiarity Specialized experience for this position includes planning, developing, coordinating and/or guiding programs, including reviewing and analyzing program related issues and problems, making recommendations for program improvements, and a familiarity with software programs and techniques to retrieve, analyze, validate data, and create reports, such as in Access.
  • For the GS-13:
  • You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: experience in which the applicant planned, initiated, coordinated, and independently led a complex program evaluation or assessment, and provided a written product documenting the process, data analysis, findings, and recommendations. This may also include the development of long-range program plans, goals, objectives, milestones, and evaluating the overall effectiveness of these programs.

If qualified, you will be assigned to one of three categories, Best Qualified, Highly Qualified, Qualified, depending on your experience and education related to this position. Veterans'preference is applied after applicants are assessed. Preference-eligibles will be listed at the top of their assigned category and considered before non-preference-eligibles in that category. Qualified preference-eligibles with a compensable service-connected disability of 10% or more will be listed at the top of the highest category.
