GSA Awards 1st Seat Management Task Order to Litton/PRC Inc.

Washington, DC - Taking a stand behind its Seat Management program, the General Services Administration today became its own first customer and the first Federal agency to outsource its desktop systems, maintenance and support services under the recently awarded GSA Seat Management Contract.

GSA awarded the first task order under its government-wide Seat Management Services contract to Litton/PRC Inc. at an evaluated price of approximately $114 million over 10 years of service. This will support 2,500 GSA employees in its headquarters building in the District of Columbia, and Federal Technology Service offices located in Fairfax, Virginia; Falls Church, Virginia; and Lexington, Massachusetts. Over time this task order will be extended to all GSA offices and has the potential to grow to over $600 million for 14,000 employees.

"This is a great achievement for GSA and the beginning of a new era for information technology as an enabler in the Federal government," said GSA Administrator David J. Barram. "Today, GSA has transformed the way it thinks about and delivers technology."

"Litton/PRC Inc., and its primary subcontractors -- NCI Information Systems Inc. and Iacom -- will bring GSA into the 21st century and keep it competitive in the government market for years to come." said Shereen Remez, GSA's Chief Information Officer, who led the team effort responsible for the planning and award of this task order.

"This award gives us a single IT industry partner and the ability to deliver efficient service 24 hours a day, seven days a week, 365 days a year," said Remez. "We can rely on the Litton/PRC team to do what they do best so we in GSA can concentrate on our core mission and responsibilities -- supporting our Federal customers' needs." Remez added that the program will help improve interoperability, standardization and compatibility, control the total cost of ownership, and improve service to users.

"It is essential that GSA be a pioneer in this program," said Dennis Fischer, Commissioner of the Federal Technology Service. "Not only will this ensure its success, but GSA will become �the model' for other Federal government agencies to follow in information technology."

This past July GSA awarded Seat Management Services contracts worth a maximum value of $9 billion over 10 years to eight prime companies. These multiple award, indefinite delivery, indefinite quantity contracts can support the requirements of any civilian Federal government agency or Department of Defense component.

Using GSA's Seat Management Services contracts, agencies can acquire desktop computing as a totally integrated "information utility". These contracts potentially could revolutionize the way the government acquires information technology by providing desktop computing as a total service package that encompasses the hardware, software, connectivity, management, operation, and maintenance of the desktop environment and its associated network infrastructure. The contracts will accommodate the full spectrum of desktop computing resources from general purpose to high performance, scientific and engineering environments. They will provide end-to-end IT engineering and management services, and enable the government to acquire desktop computing services as a utility and pay for it by the number of workstations. Individual task orders against the Seat Management contracts, such as this one awarded today, can be tailored to client agency requirements and will deliver a prescribed service level to each employee's desktop.

"GSA's Seat Management Program was established because we observed how the private sector was increasingly turning to managed life cycle service encompassing the acquisition, operation, and management of entire desktop computing environments and achieving reduced costs and increased operational efficiencies," Commissioner Dennis Fischer said.

Its information technology and telecommunications services are provided by the Federal Technology Service, which delivers reimbursable local and long-distance telecommunications, information technology, and information security services to Federal agencies.

GSA's Federal Technology Service includes multi-disciplinary teams dedicated to providing leadership within the Federal government in procuring information technology and telecommunications services at the lowest cost to the taxpayer and the greatest value to Federal agencies. To better provide its customers around the world with best value, innovation, integration, and interoperability, FTS services cover procurements under two business lines: network services and information technology solutions. The current emphasis is on positioning the government to take advantage of potential cost savings of the rapid advances in information technology.
