The Southwest Resource Advisory Council (SWRAC) is composed of ten to fifteen members appointed by the Secretary of the Interior to represent a variety of interests across the Southwest District, including federal grazing, transportation and rights-of-way, private and commercial outdoor recreation, off-highway vehicle use, commercial timber, energy and mineral development, environmental organizations, archaeology and history, wild horses and burros, state, county, and local governments, state natural resource agencies, Indian tribes, academicians, and the public-at-large within or adjacent to the SWRAC’s jurisdiction.

The SWRAC meets two to four times annually to develop recommendations for the BLM regarding the preparation, amendment, and implementation of land use plans for public lands and resources and to provide representative citizen counsel and advice to the Secretary of the Interior concerning the planning and management of public land resources within the Southwest District geographic area, which includes the Gunnison Field Office, San Juan Public Lands Center, and Uncompahgre Field Office (as shown in the map below).
