Comptroller General Speaks at the DAU PEO SYSCOM Conference 2005
The theme of this year's conference was on Program Execution. One of the speakers providing a resource management focus for the participants offered a discussion on Transforming to Meet 21st Century Challenges, presented by Mr. David Walker, Comptroller General, General Accountability Office. Highlights of the presentation addressed steps that DOD will need to take in the near future in order to initiate transformation and resolve issues that have plague the Department's resourcing and acquisition processes. Of particular interest were the following BCEFM related items:
--Improve decision-making and the allocation of budget allocations on a proportional rather than strategic basis among the military services. (This may well be corrected through Mr. Krieg's initiative to emphasize "Big A"). By identifying those programs that are merely "Wants" and not "Needs" of the Department, we can eliminate the risk of allowing today's wants to rob funds from the Department
that could be used to pay for the "Needs" of the future.
--Emphasize cost, schedule, and performance during program acquisition in order
to achieve a true balance between customer requirements, the budgetary funds available, and actual results of acquisition. An area that would be worth reviewing includes the establishment of well-planned processes that focus on the improvement of accounting, reporting, and metrics performance evaluation.
