The Facilities Engineering Career Field encompasses a variety of professional individuals with diverse skills focused on the design, construction, and life-cycle maintenance of military installations, facilities, civil works projects, airfields, roadways, and ocean facilities. It involves all facets of life cycle management from planning through disposal, including design, construction, environmental protection, base operations and support, housing, real estate, and real property maintenance. Additional duties include advising or assisting Commanders, and acting as or advising program managers and other officials as necessary in executing all aspects of their responsibilities for facility management and the mitigation/elimination of environmental impact in direct support of the Defense Acquisition process.

[Response] Since you are with NAVAIR, the requirements will be through the Navy. The old P80 has the facility requirements like Jim referred to. There are also limitations wrt whether the building was just built (MILCON can not be modified for several years - 3/5 - can't remember) and complications if the cost of the modification exceeds 50% of the book value (called PRV). The biggest problem will be whether the footers and building structure can handle the load. The next hurdle will be clearance for the crane, the rigging - don't forget the rigging, and the item you want to lift. Recommend you contact your local NAVFAC office - NAS JAX. The people that support JAX are in building 135, entrance on the flight line end of the building. The Navy Crane Center (NCC - Norfolk) can help write the specs - HIGHLY RECOMMENDED. They can be accessed via NAVFAC and if it is over 10 Tons, NCC is a requirement. **  I made 2 mistakes.  First, I assumed BIG overhead crane which may not be the case.  Second, this will have to be officially handled through the base Public Works office.  They rack & stack the projects on base to ensure that the important and funded ones get done.  I hope this wasn't confusing.  If you need additional information or a POC at NAVFAC, give me a call.

[Response] In order to receive certification, you need to apply.  Here are the instructions I received. Follow the steps below to submit a career field certification request 1) Login to the eDACM website by first navigating to the following URL: https://www.atrrs.army.mil/channels/navyedacm/Public/DODConsentForm.htm. 2)      Click ‘I Agree’ on the DOD Privacy And Security Notice Screen. 3)      Click ‘Log In With CAC’, select your non-email certificate, then click ‘OK’. 4)      Once your ‘Dashboard’ screen appears, locate the ‘Manage Career’ menu heading and hover over it to reveal the ‘Manage Career’ menu. 5)      When the ‘Manage Career’ menu appears hover over the ‘Certification’ option to reveal the ‘Certification’ menu to the right. 6)      On the ‘Certification’ menu click 'Manage Certification Requests'. 7)      When the ‘Manage Certification Requests’ page displays locate ‘Pending Certification Requests’ and click 'Add Certification Request'. 8)      Select the appropriate radio button for Primary or Subsidiary under ‘Certification Type’ in the ‘Career Field Selection’ box. 9)      Select the appropriate ‘Career Field’ from the drop down menu. 10)  Select the appropriate ‘Certification Level Pursued’ from the drop down menu. 11)  Click ‘Continue’ to submit the request and it will be routed to your supervisor for review/approval.
