Training courses are available to international partners at the Emergency Management Institute (EMI) and at the Center for Domestic Preparedness (CDP).
On-campus training at EMI:
International Students will be accepted in EMI classes on a very limited basis and are responsible for their own transportation, lodging, and meal costs. See EMI's Foreign Applicant Policies for further information.
On-campus training at CDP:
Training opportunities at the Center for Domestic Preparedness (CDP) are available for international responders on a space-available, fee-for-service basis. See CDP's International Students page for further information.
EMI Online Independent Study Courses:
EMI offers self-paced courses designed for people who have emergency management responsibilities and the general public. All are offered free-of-charge to those who qualify for enrollment. Courses can be accessed through the FEMA Independent Study Program (ISP) homepage.
You do not have to be a U.S. resident to access, download, and use the course materials on this website. However, EMI does not typically provide printed materials, certificates of completion, or process final examinations of non-U.S. residents.
Two options may be available for non-U.S. residents (i.e., those with no U.S. social security number) who wish to have their course final examinations processed, and receive certificates of completion and credit for EMI online Independent Study courses:
Obtain IAEM Sponsorship
International Association of Emergency Managers Members in Councils outside the U.S. may be eligible to obtain IAEM sponsorship that will allow them to receive credit for EMI online Independent Study courses.

Obtain FEMA Sponsorship
International partners with agreements or projects with FEMA for information exchange and capacity-building may qualify to receive direct sponsorship from FEMA. In this case, international partners must submit identification information to FEMA for vetting. Once successfully vetted, FEMA will assign a unique student identifier to the international partner so they may submit their course final examinations for processing, and receive certificates of completion and credit for EMI online Independent Study courses.
