Police in Counterinsurgency

U.S. attempts in Iraq and Afghanistan have been unsuccessful in training local police to deal with insurgency, terrorism and criminal violence. How are effective, accountable, and legitimate police forces crafted in conflict states? Participants discussed the recently published book, “The Police in War: Fighting Insurgency, Terrorism, and Violent Crime,” by David H. Bayley and Robert M. Perito. The book provides guidance for the role and training of local police and their relationship with international military forces.
