Program Assessment

In order to demonstrate effective program results, the program developed several performance measures. These performance measures help to focus the priorities of the program and the grantees and are tracked over the next several years. In an efforts to improve the quality of AFL demonstration project evaluations, an evaluation technical assistance contract was awarded to:

  1. Review all AFL demonstration project year- end evaluation reports and recommend technical assistance as appropriate;
  2. Provide individualized evaluation technical assistance on a project specific basis; and 3) plan and implement evaluation technical assistance workshops for AFL grantees and staff.

Performance measures:

  • Demonstrate lower rates of repeat pregnancy among participants receiving enhanced services (intervention) as compared to participants receiving standard services (comparison) at 12-month follow-up. Results will be reported by AFL grantee cohort.
  • Demonstrate increased positive educational outcomes among participants receiving enhanced services (intervention) as compared to participants receiving standard services (comparison) at 12-month follow-up. Results will be reported by AFL grant cohort.
  • Improve the quality of the Title XX independent evaluations through the provision of technical assistance and related training. Results will be reported by AFL grantee cohort.
  • Increase the scientific understanding of adolescent sexual health and family relationships through the production and dissemination of peer reviewed publications and presentations at regional and national conferences. Results will be reported by AFL grantee cohort.

Efficiency measure:

  • Sustain the cost to encounter ratio in Title XX demonstration projects.
