This change clarifies how to issue clearances that contain NAVAIDs and provides new phraseology and examples.

This change adds requirements when the available runway length has been shortened due to construction. These changes do not transfer pilot responsibility to the controller, but ensures that changes in runway length due to construction are communicated as an additional layer of safety. This change cancels and incorporates N JO 7110.564, Runway Construction, effective September 22, 2011.

This change provides guidance and options that may reduce the information and/or NOTAMs that may need to be issued under the provisions of this paragraph.

d. 5-9-10. SIMULTANEOUS INDEPENDENT APPROACHES TO WIDELY­SPACED PARALLEL RUNWAYS WITHOUT FINAL MONITORS

This change adds a new paragraph allowing simultaneous independent approaches to widely spaced parallel runways separated by 9,000 feet or more-without monitors. This change cancels and incorporates N JO 7110.559, Simultaneous Independent Approaches to Widely­Spaced Parallel Runways Without Final Monitors, effective July 29, 2011.

e. 9-2-22. OPEN SKIES TREATY AIRCRAFT

This change adds the type of flights that receive priority handling and that notification of OPEN SKIES flights will be done on initial notification and 15 minutes prior to the aircraft entering the SUA. This change cancels and incorporates N JO 7110.557, Open Skies Treaty Aircraft, effective June 1, 2011.

f. In compliance with FAA Order 1000.36, FAA Writing Standards, the word “must” is replaced with “must” to ensure plain language standards are applied (with few exceptions).

g. Now that Flight Service Stations (FSS) nationwide are using modern automated operational systems, there is no longer a need for identifying certain sites as “automated.” Therefore, the term has been removed from the publication.

h. Additional editorial/format changes were made where necessary. Revision bars were not used because of the insignificant nature of these changes.
