Biography: Tom Sizemore III, M.D.

Dr. Sizemore joined the Department of Health & Human Services in July 2005. As a member of the Senior Executive Service, he serves as the Principal Deputy Director for Preparedness and Emergency Operations (OPEO) within the Office of the Assistant Secretary for Preparedness and Response (ASPR). OPEO is the primary planning and response arm of Health and Human Services for Emergency Support Function # 8 (Public Health and Medical Services Annex of the National Response Framework). Additional to the support of ESF #8, OPEO also manages the Continuity of Operations Program, the Secretary’s Operations Center, the National Disaster Medical System, the Hospital Preparedness Cooperative Agreements Program and the Department’s leadership of the Public Health and Medical Services Sector of the Homeland Security’s Critical Infrastructure Protection (CIP) Program.

Dr. Sizemore received his degree in medicine in 1977 from West Virginia University School of Medicine. He received his post-graduate medical training at Naval Hospitals in Oakland and San Diego, California – completing a residency in ophthalmology in July 1981.

Dr. Sizemore received his medical license from California in 1981 and became a Fellow of the American Board of Ophthalmology in December 1982. Additionally, he is a Fellow of the American Academy of Ophthalmology and member of the American College of Physician Executives.

 

A 1972 graduate of the United States Naval Academy, Annapolis, MD, Dr. Sizemore served more than 34 years in the United States Navy. As a physician and naval officer, Dr. Sizemore served in various hospitals worldwide, including Chief Operating Officer and/or Chief Executive Officer in five of Navy Medicine’s treatment facilities and as the Fleet Medical Officer (Senior Medical Advisor) to the Commander-in-Chief, United States Naval Forces Europe. During the European tour, he had oversight for the medical care delivered to all Navy and Marine personnel and their families throughout Europe and Africa. Dr. Sizemore’s last naval assignment was Chief Operating Officer of the National Naval Medical Center, Bethesda, MD.

In March 2003 he joined the Department of Veterans Affairs where he served as Director of Operations and Readiness. Dr. Sizemore had the responsibility for interagency representation of the Department on the development of the National Response Plan. Furthermore, his office had oversight of the Department’s Operations Centers, the development the Departmental Continuity of Operations Plans, and management of interagency exercise planning and participation.
