Dr. Michael A. Balady serves as Head of Contracting Activity and the Director of Acquisitions Management, Contracts & Grants in the Office of the Assistant Secretary for Preparedness and Response, where he is responsible for Contracting and Acquisition Management for all ASPR acquisitions.  Dr Balady is a viral immunologist with an A.B. in Bacteriology from Rutgers University, a MSPH from the University of Missouri in Epidemiology and a Ph.D. from the Johns Hopkins University in Viral Immunology. 

Dr. Balady served in the U.S. Army for 20 years in multiple capacities that included: vaccine research on RIFT Valley Fever, advanced development of botulism vaccines, antitoxins, and Anthrax Vaccine Adsorbed. 

After a 20-year career in the U.S. Army, he joined Armour Pharmaceutical Corporation as director of world-wide regulatory affairs. He was promoted to Vice President of Centeon Corporation and as head of world-wide quality assurance.

In 1997, he joined Quintiles Corporation as Executive Director of Regulatory Affairs and in 1998, he served as President of Keystone Quality and Regulatory Affairs.  Dr. Balady returned to public service in 1998 as the Technical Director and later, the Program Director of the Anthrax Vaccine Adsorbed Production program.  He successfully licensed the anthrax vaccine and delivered the required doses to the military for the Gulf War.

He joined the Defense Threat Reduction Agency (DTRA) in 2003 as Program Manager of the Biological Weapons Proliferation Prevention Program. His team was awarded the DTRA Science Award in 2006.

Dr. Balady is the recipient of the Legion of Merit, Meritorious Service Medal, Army Commendation Medal with two oak leaf clusters, Army Achievement Medal, the Air Force Civilian Meritorious Service Medal, and the Defense Threat Reduction Agency’s Meritorious Civilian Service Medal. He is DIWIA Level III certified in Acquisition Program Management and managed billion dollar acquisitions from both an acquisition and contracting perspective. Dr. Balady serves as a visiting lecturer at the Industrial College of the Armed Forces.
