TPP & PREIS Annual Conference

The purpose of the Annual Conference contract is to provide a high quality conference for the Office of Adolescent Health (OAH) Teen Pregnancy Prevention (TPP) grantees and the Administration on Children, Youth, and Families (ACYF) Personal Responsibility Education Program Innovative Strategies (PREIS) grantees. The annual conference is targeted to the leader, direct service, and evaluation staff of grantee’s organizations. The conference provides an in-person opportunity for grantees and federal staff to meet; to equip and enhance TPP and PREIS grantees’ knowledge, skills, and abilities in areas relevant to the needs of their target populations, program management, and evaluation methodology; to understand the fundamental elements required to replicate and/or adapt evidence-based programs; and to provide a platform in which grantees can share their program and evaluation findings with the field. 

Teen Pregnancy Prevention - Evaluation Technical Assistance

Approximately half of the Office of Adolescent Health (OAH) Teen Pregnancy Prevention (TPP) Tier 1 and Tier 2 grantees and the Administration on Children, Youth, and Families (ACYF) Personal Responsibility Education Program Innovative Strategies (PREIS) grantees are required to conduct a rigorous and independent evaluation of effectiveness. OAH and ACYF expect that these evaluations will be designed and implemented so that the final evidence from the studies will meet the standards established by the Department of Health and Human Services’ Pregnancy Prevention Research Evidence Review. To assist grantees and their local independent evaluators in fulfilling this requirement, OAH contracted with Mathematica Policy Research, Inc. and its subcontractors, Child Trends, Concentric Research and Evalu ation, Twin Peaks Consulting, Chesapeake Research Associates, and Public Strategies, to provide evaluation technical assistance (TA). Much of this support is provided one-on-one by TA Liaisons. The TA Liaisons provided input on the evaluation design plans, and continue to hold regular calls with the grantees and their evaluators to discuss and assess the ongoing evaluations. The TA team also supports the grantees and their evaluators through technical assistance, including webinars, Evaluation Briefs on timely evaluation topics, Evaluation Updates that address frequently asked questions, and presentations at the annual grantee conferences. 

Teen Pregnancy Prevention - General Training and Technical Assistance

The Office of Adolescent Health (OAH) and the Administration on Children, Youth, and Families (ACYF) collaborate to assist grantees with in-person regional training with national teen pregnancy prevention experts, conference calls on topics of interest to multiple grantees, webinars, tip sheets, and a virtual learning community to allow grantees to share resources and to network. OAH and ACYF provide grantees with targeted and focused assistance through group training, workshops, and virtual learning opportunities. Through the provision of TTA, grantees can continue to improve and provide high quality programming to the targeted communities. Training and technical assistance topics are informed by a grantee and Project Officer needs assessment as well as evaluation feedback from grantees.

Teen Pregnancy Prevention - Medical Accuracy

Office of Adolescent Health (OAH) ensures that curricula materials used by its Teen Pregnancy Prevention (TPP) grantees are medically accurate and up-to-date.  OAH maintains a network of expert consultants who review all curricula materials proposed for use in TPP programs.  Once reviews are completed, a standard report of the findings, based on pre-established review criteria, is sent to all grantees that use that curriculum.

Teen Pregnancy Prevention - Performance Measures

The Office of Adolescent Health (OAH) is working collaboratively with other Federal offices to develop and assess appropriate performance measures for the Teen Pregnancy Prevention (TPP) grantees. OAH has identified appropriate performance measures to assess the progress and the effectiveness of the TPP program.  Grantees receive support and guidance on the inclusion of required performance measurements in their data collection plans. OAH also provides support for analysis of the performance measure outcomes.

Pregnancy Assistance Fund - Evaluation

The Pregnancy Assistance Fund Evaluation is utilizing a mixed methods evaluation of the first cohort of Pregnancy Assistance Fund grantees.    In order to complete the evaluation, OAH will review grantee documents to assess themes across projects.  An analysis of performance measures from the grantees will also be conducted.  Up to three Pregnancy Assistance Fund grantees will participate in a case-study analysis to provide additional information for this evaluation effort.

Pregnancy Assistance Fund - Resource & Training Center

The purpose of the Pregnancy Assistance Fund (PAF) Resource and Training Center is to provide quality resources, tools, training and technical assistance to increase PAF grantee capacity to deliver services to pregnant and parenting teens, women, and their families.  OAH  provides these supports: (1) convene an Annual PAF grantee conference that provides PAF grantees information on federal and program related resources and learning opportunities; (2) assess the needs of PAF grantees and provide targeted training and technical assistance via webinars and e-learning modules; (3) develop an interactive, multi-media resource center website for information on tools to support pregnant and parenting teens, women, and their families; and (4) identify programs, resources, and tools being used and implemented in the field to engage and support teen fathers/adolescent fathers.
