National Environmental Policy Act

The following documents will help grant recipients of the U.S. Department of Energy (DOE) State Energy Program (SEP) and Energy Efficiency and Conservation Block Grants (EECBG) comply with the requirements of the National Environmental Policy Act (NEPA). NEPA requires federal agencies to consider environmental impacts of their proposed actions.

Project Officer Roles

• Account Manager: The account manager provides state support, technical assistance, planning, and optimization for the grant, and acts as the day-to-day point of contact for DOE to the state on these matters.
• Grants Manager: The grants manager provides administration and management for the award and is the designated point of contact for DOE to the state on these matters.
• Monitoring Manager: The monitoring manager coordinates and organizes grant monitoring visits to ensure compliance with SEP ARRA Monitoring Guidance.
