Assistant Secretary Shapiro (Dec. 11): "We will be working with the Libyan government to provide them with assistance, the technical assistance, to be able to secure these weapons and ensure that they do not do harm to innocent civilians. ...One of our most serious concerns is the threat posed by MANPADS, and the potential that loose MANPADS could pose to civil aviation. However our efforts working with the TNC to address this threat are already paying off. We, working with the TNC, we have identified, disabled or secured nearly 5,000 loose MANPADS."
