JOB SUMMARY:

As Director of the Division of Supervision you will be responsible for supervising the activities of division staff.   You oversee the Region's supervision and examination programs to ensure that problem case credit unions are identified and that supervision effort's are initiated and carried out to resolve existing and potential problems.

    KEY REQUIREMENTS

  • Oversight performance of quality control reviews, policy development, development of tools and training, provision of support for state supervisory authorities, and proactive identification and communication of emerging areas of risk.
  • Oversight of regulatory compliance (unassisted mergers, reserve waivers/charges, secondary capital, fixed asset waivers, troubled credit union officials, business loan waivers, non-member deposit waivers, Prompt Corrective Actions, Bank Secrecy Act).
  • Oversight of processing administrative actions (preliminary warning letters, cease and desist orders, removals/prohibitions, conservatorship activies, etc.)
  • Oversight of specialized credit union operations.
  • Staff supervision and development.
  • Continuity of operations planning, testing and implementation.

You must have one full year of specialized experience comparable in difficulty and responsibility to the next lower grade level in the federal service that is in or directly related to the line of work of the position as described in this announcement. Specialized experience is experience which provided the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position.
 
For the CU-15 grade level, you must have one full year of specialized experience equivalent to the CU/GS-14 grade level in the Federal Service. Qualifying specialized experience is work resolving problems for a financial institution in at least four of the following areas: Recordkeeping/Internal Controls, Consumer Compliance, Weak or Inadequate Management, Electronic Payment Systems, Lending, Information and Systems Technology, Asset Liability Management/Interest Rate Risk, Small Credit Unions Viability; and you must also have experience that demonstrated your leadership ability such as a leader for projects or special assignments, providing guidance and instructions to others on work related matters, acting in a supervisory capacity, etc.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1) Professional knowledge of accounting and auditing theories and practices.

2) In-depth knowledge of all pertinent laws, regulations and procedures applicable to this field of work (i.e., credit unions, financial institutions).

3) Ability to apply and understand financial and investment data.

4) Ability to deal tactfully and effectively with all staff levels and the general public.

5) Ability to supervise others and provide leadership and direction.

6) Skill in written communication.

HOW YOU WILL BE EVALUATED:

OTHER INFORMATION:

Salary: Pay will be set using NCUA's Compensation policy. The salary range shown is NCUA's Local Pay Rate (LPR) which includes a 13.32 percent locality rate for the Albany, NY geographical area.

EXCEPTION:  If you are a current NCUA CU-15 employee and selected for reassignment into the Director of Supervision (DOS) position, you are eligible to receive up to a 9% salary adjustment not to exceed the maximum National Pay Ray (NPR) of the CU-15 pay band ($146,335 plus locality).  If you later accept a voluntary reassignment out of the DOS position your pay will be set at your previous NPR, prior to reassignment into the DOS position, plus any merit increase amounts received while in the DOS position.
