June 2011 - DoD Life Cycle Management (LCM) & Product Support Manager (PSM)
The Undersecretary of Defense for Acquisition, Technology, and Logistics (AT&L) issued Directive Type Memorandum (DTM) 10-015 entitled “Requirements for Life Cycle Management and Product Support” on October 6, 2010. A copy of the signed memorandum is available for download on the DAU Logistics Community of Practice (LOG CoP) Product Support Manager (PSM) website https://acc.dau.mil/psm . DTM 10-015 establishes policy to implement and institutionalize the requirements of section 805 of the FY10 National Defense Authorization Act (Public Law 111-84), which directed a number of changes to DoD policies designed to improve weapon systems life cycle management and product support by establishing new requirements that directly impact acquisition, fielding, and sustainment decisions. The DTM states that “it is DoD policy that a mandatory Product Support Manager (PSM) position shall be identified and assigned for each ACAT I and ACAT II system and filled by a properly qualified Military Service member or full-time employee of the Department of Defense.” This RDT provides information, insights and context related to DoD Life Cycle Management (LCM), Life Cycle Sustainment Outcome Metrics, the Life Cycle Sustainment Plan (LCSP), life cycle sustainment governance, Linkage to USD AT&L 14 Sep 10 “Better Buying Power” efficiencies memo, DoD product support initiatives (including the November 2009 DoD Weapon System Acquisition Reform: Product Support Assessment and Performance Based Life Cycle Product Support), Product Support Manager (PSM) implementation policies, professional development, roles and responsibilities, and resources, and finally, information related to DoD Life Cycle Logistics workforce, tools, and resources.

The "IT Box" model calls for fewer iterations of validating documents through the JCIDS process by describing the overall Information System program in the ISICD. This presentation provides background of the IT Box and summarizes the IT Box process described in the 19 Jan 2012 JCIDS Manual JROCM 00808, 14 Jan 2008, directed changes to the JCIDS process to ensure Information Technology systems have the appropriate flexibility and oversight to plan for and incorporate evolving Technology.

September 2011 - Document Streamlining - Life-Cycle Sustainment Plan (LCSP)

On September 14, 2011 the PDUSD(AT&L) issued the "Document Streamlining - Life-Cycle Sustainment Plan (LCSP)" memo, available at https://acc.dau.mil/lcsp-outline. "According to the PDUSD(AT&L), "the LCSP is to be streamlined consistent with the attached annotated outline. The outline is designed to be a tool for programs to effectively and affordably satisfy life-cycle sustainment requirements. This plan articulates the product support strategy, and it must be kept relevant as the program evolves through the acquisition milestones and into sustainment. The LCSP outline emphasizes early-phase sustainment requirements development and planning, focuses on cross-functional integration - most critically with systems engineering - and highlights key sustainment contract development and management activities." Per PDUSD(AT&L) April 20, 2011 memorandum, "Document Streamlining - Program Strategies and Systems Engineering Plan (https://dap.dau.mil/policy/Lists/Policy%20Documents/Attachments/3284/2011Apr20_TDS_AS_SEP%20Memo%20PDUSD(ATL)%20Signed.pdf) ," the LCSP has been separated from the Acquisition Strategy. Every acquisition program shall develop a LCSP (emphasis added). The Assistant Secretary of Defense for Logistics and Materiel Readiness (ASD(L&MR)) shall approve LCSPs for all ACAT ID and USD(AT&L)-designated special interest programs for Milestone A or equivalent, each subsequent milestone, and Full-Rate Production decision. Following the system's initial operating capability, the component acquisition executive (CAE) or designee shall approve LCSP updates, in coordination with the ASD(L&MR). Approval for ACAT IC and below LCSPs is delegated to the CAE or Component designee. These actions constitute expected business practice and are effective immediately."

Dec 2009 - Directive Type-Memorandum 09-27 (December 2009) On 4 December 2009 Dr. Ashton Carter, Under Secretary of Defense for Acquisition, Technology and Logistics, signed the Directive-Type Memorandum (DTM) 09-27, for the implementation of the Weapons Systems Acquisition Reform Act of 2009. This DTM implements and institutionalizes selected requirements of the Weapon Systems Acquisition Reform Act of 2009 (Public Law 111-23). The law established a number of requirements that directly impact the operation of the Defense Acquisition System and the duties of key officials that support it. This DTM amends the Acquisition Policy in DoD Instruction 5000.02, the Defense Federal Acquisition Regulation Supplement (DFARS), and the associated business practices contained in the Defense Acquisition Guidebook.

Dec 2009 - DoDI 5000.02 - "The Honorable John Young, Under Secretary of Defense for Acquisition, Technology, and Logistics approved a major revision to the DoD Acquisition System (DoD Instruction 5000.02) on December 2, 2008. This revision, the first major change to acquisition policy in over 5 years, reflects the department's determination to improve the effectiveness and efficiency of its enterprise-wide acquisition business processes so it can continue to provide warfighters with the best weapon systems and support in the world."
