Defense Acquisition Workforce Plan 2010. The Defense Acquisition Strategic Workforce Plan was hand-delivered to Congress Tuesday, 27 April 2010. The report captures how we are supporting the intent of the President and the Secretary of Defense to improve the acquisition workforce. The report highlights Dr. Carter's theme that while "workforce size is important, quality is paramount."
The draft has evolved and it now reflects the growth strategy and the story of the SECDEF. The report contains three chapters: 1) Strategy, 2) Analytics, and 3) Initiatives. The Analytics chapter baselines the workforce using end-of-FY09 data. The report includes appendices on eight acquisition career fields: business, contracting, IT, LC Logistics, PM, Qual, SPRDE SE/PSE, and Test and Evaluation. It has additional appendices for the Army, DoN, Air Force, and DCMA. Also, it has appendices that address Section 820/Critical Positions, Section 834/Military, and Section 301 from WSARA on Awards for the Workforce.

career field certification and development framework designed to guide
acquisition professionals to competency development beyond the minimum standards
required for certification, based on specific types of assignments within an
acquisition function/career field.

International Acquisition Career Path. The Under Secretary of
Defense for Acquisition, Technology and Logistics memorandum of June 2007 and
initiative 3.2.2 of the AT&L Strategic Goals Implementation Plan v3.0 became
realized on July 1, 2009, with the implementation of the Program
Management—International Acquisition career path. Initially targeting
acquisition workforce members assigned to Level III Program Management positions
for the first year of implementation, training has been established that
supports the development of program managers working on programs or projects
that have been designated as international, or are associated with: • An
international technology development or acquisition strategy; • An existing
acquisition cooperative international agreement; or • An approved foreign
military sales letter of offer and acceptance. The Core Plus Development Guides

Facilities Engineering Level III Certification Standards and Core Plus
Development Guide for Level III Published On May 12th, 2009 the
Functional Leader for the Facilities Engineering Career Field published the
Certification and Core Plus Development Guide for Level III certification.
Defense Acquisition Workforce may now apply for certification at level III in
Facilities Engineering per their component and agency guidelines once component
and agency systems have been adjusted to accommodate this change.

Business – Cost Estimating and Business – Financial Management Career Path
Implementation Guidance Published The Director, Human Capital
Initiatives and the Functional Leader for the Business, Cost Estimating and
financial Management Career Field publish the implementation guidance for the
establishment of the renaming of the career field to Business and the
establishment of two unique career paths within the Business Career Field.
