ANNOTATION: The progress made on implementing recommendations made in the 2006 report “Jail Personnel Costs: Managing Staffing Levels and Absences” (NIC accession no. 021563) is reported. Results are given for: the Time Analysis Unit; collective bargaining; Post Factor Study; limitations of net annual working hours methodology; absences fluctuating each day and throughout the year; little difference between the cost of overtime and hiring additional staff to work a post; some overtime costs that should be avoided; managing absences and workload; vacations and personal holidays; comp time; FMLA/OFLA leave; other workload such as special (non-post) assignments and training; lessons learned--focus on total personnel costs and manage absences, workload, and the bargaining unit agreement; and agency response.
