The Federal Activities Inventory Reform Act of 1998 (FAIR Act) requires federal executive agencies to provide lists of activities that are "not inherently governmental" but are performed by government employees, to the Office of Management and Budget (OMB) by June 30 of each year.  The FAIR Act also requires the heads of federal executive agencies to review the activities on the list within a reasonable time after the date of the notice of public availability, and to consider contracting with a private sector source for the performance of an activity.  The FAIR Act requires OMB to issue guidance for the administration of these requirements.
