OMH's Performance Improvement and Management System (PIMS) is designed to help OMH managers and staff, our grantees and partners, and other stakeholders improve the quality of planning, implementation, and evaluation of the programs being funded. By being more strategic and systematic in how we plan, conduct, and evaluate our programs and projects, we will be better able to identify the results of our individual and collective efforts to improve racial/ethnic minority health and address health disparities.

The first component of the PIMS is the Strategic Framework which provides a vision, rationale, and "systems approach" for what needs to be done and how to achieve OMH's – and the Nation's – minority health and health disparities goals. The remaining components of the PIMS are driven by and follow the same logical approach laid out in the Framework. While all of the components of the PIMS are inter-related, they are also in varying stages of development, since some segments logically must come before others. For example, effective program evaluation cannot occur without first determining what results are expected, how progress towards these results will be measured, and how performance data will be collected. In addition, we cannot grow the science and knowledge about "what works" in addressing minority health and health disparities without meaningful and systematic program evaluation.

The tools and information provided in these web pages are reflective of those components of the PIMS that are most well-developed. Where possible, we have provided available information, links, and resources that can be used until the less developed components are completed.
