Designated Examiners (DE)
Designated Examiners (DE) are persons who are qualified and approved by the Coast Guard to evaluate the proficiency of candidates who are completing their Towing Officer Assessment Record (TOAR) by comparing the performance of one or more tasks against the performance standards published by the Coast Guard.
Route and Restriction:

DE qualifications are limited to those routes that the DE is qualified to sail under the authority of their own credential. 

  • Near-Coastal / Oceans waters
  • Great Lakes / Inland waters
  • Western Rivers
  • Limited (geographic area restriction)

Note:  Licenses for Master of Towing Vessels Limited allow a mariner with limited geographic experience an opportunity to obtain a license. This license will authorize service only in limited geographic areas.  Likewise, the authority to act as a Designated Examiner is restricted to the same areas of operation.

 
How to become a Designated Examiner
Requests for approval as a Designated Examiner are submitted to the National Maritime Center and must include a description of the mariner’s qualifications and service record, both specific to the tasks to be assessed.
