Complete applications for mariner credentials must be submitted through an REC or Monitoring Unit. Complete applications can be submitted electronically, by mail, or in person with an appointment.

RECs are your first stop toward obtaining a Merchant Mariner Credentials
(MMC), Certificates of Registry, and STCW forms. RECs pre-screen applications, administer examinations, and conduct oversight of approved courses.
