Sections of these standards are: goal; target audience; core competencies of comprehensive training programs—training protocol and training outcome standards; six content areas covered at a minimum; 12 educational objectives starting with protecting the rights of all youths, including LGBTQ and HIV-positive youth, in state custody and ending with appreciating and understanding the need for these competencies and making an investment in the process; and sexuality and healthy relationships, sexual orientation, and gender roles and identity.
