Purpose The Alternative Financing Program (AFP) provides grants for the establishment and maintenance of programs that enable individuals with disabilities to purchase Assistive Technology devices and services through financial loans.

The AFPs may include a low-interest loan fund, an interest buy-down program, a revolving loan fund, a loan guarantee or an insurance program, or another mechanism that is approved by the Secretary.

Eligibility State and outlying area agencies; community-based organizations that are operated for individuals with disabilities and have a board of directors on which a majority of the members are individuals with disabilities or the family members, guardians, advocates, or authorized representatives of the individuals.
