Thomas M. Lowe was born in Buena Vista, Ga., on March 2, 1901. He graduated from the U.S. Military Academy on June 12, 1923, on which date he was commissioned a second lieutenant in the Air Service of the Regular Army.

He first became a student at the Air Service Primary Flying School, Brooks Field, Texas, after which he was transferred to Kelly Field, Texas, as a student in the Attack Course at the Air Service Advanced Flying School. Upon completion of his studies at that station he was enrolled as a student in the Air Service Technical School, Chanute Field, Ill., where he completed the Photographic Course in 1925. In September 1925 he was assigned to Langley Field, Va., as Squadron Engineer Officer of the 50th Observation Squadron, and Commanding Officer of the 2nd and 20th Photographic Sections. In June 1927 he returned to Brooks Field as Commanding Officer of the 20th Photographic Section.

In May 1929 he left for duty at Luke Field, Hawaii, where he served as Commanding Officer of the 11th Photographic Section and Post Photo, and Athletic Officer of the 5th Composite Group. In April 1931 he reported to the Office of the Chief of Air Corps, Washington, D.C., where he was made Assistant Chief and, later, Chief of the Photographic and Publication Section, Information Division. He spent four years in Washington, D.C., and in May 1935 became a student at the Air Corps Tactical School, Maxwell Field, Ala. In July 1936 he was made instructor of Air Corps Reserve Units at Port Columbus, Ohio. He later commanded an Air Corps Detachment at the same station, and in September 1939 was enrolled as a student in the Command and General Staff School, Fort Leavenworth, Kan.

Upon completion of his course at Fort Leavenworth, he proceeded to Maxwell Field, Ala., as a Member and Recorder, Air Corps Board, later serving in the same capacity at Eglin Field, Fla. In April 1942 he was assigned to Headquarters Army Air Forces, Washington, D.C., as Chief of the Special Projects Division, Directorate of War Organization and Movement, and Assistant for Personnel and Organization in the Requirements Division.

In September 1943 he left the United States for duty in the European Theater of Operations where he became Deputy Chief of Staff, Headquarters 8th Air Force. In January 1944 he was transferred to an unannounced assignment.

He is rated a command pilot, combat observer and aircraft observer.
