Brigadier General William L. Hiner is U.S. defense and air attache to Brazil.
General Hiner was born in 1937, in Staunton, Va., where he graduated from Wilson Memorial High School in 1954. He earned a bachelor's degree in animal husbandry from Virginia Polytechnic Institute in 1958 and a master's degree in management from Troy (Ala.) State University, in 1978. The general completed the Advanced Management Program at Columbia University, N.Y., in 1981. He graduated from Squadron Officer School in 1964, Air Command and Staff College in 1971, and the Industrial College of the Armed Forces in 1978.
The general received his commission through the Air Force Reserve Officer Training Corps program in July 1958 and completed undergraduate pilot training at Craig Air Force Base, Ala., in 1959. He then flew B-47s at Homestead Air Force Base, Fla., and Lincoln Air Force Base, Neb., for five years. In October 1965 General Hiner transferred to Air Training Command and served as an instructor, check pilot, flight examiner and flight commander at Laredo Air Force Base, Texas, and Columbus Air Force Base, Miss. In January 1971 he was assigned to Nha Trang Air Base, Republic of Vietnam, as standardization and evaluation adviser to the Vietnamese air force's 2nd Air Division and logged 275 combat flying hours in A-37s.
Upon returning to the United States in January 1972, General Hiner was assigned to the 559th Flying Training Squadron, Randolph Air Force Base, Texas, as the operations officer. In July 1973 he was assigned to Headquarters Air Training Command at Randolph as operations and training inspector for the inspector general. The general assumed command of the 70th Flying Training Squadron at Moody Air Force Base, Ga., in June 1975 and in March 1976 became deputy commander of the 347th Combat Support Group at Moody.
Following graduation from the Industrial College of the Armed Forces in June 1978, General Hiner was assigned to the Office of the Deputy Chief of Staff for Operations, Plans and Readiness, Headquarters U.S. Air Force, Washington, D.C. He served initially as deputy assistant in the Long-Range Planning Directorate and subsequently served as chief of the Strategy Division. The general was named commander of the Officer Training School, Lackland Air Force Base, Texas, in April 1980 and in June 1982 he assumed command of the 82nd Flying Training Wing, Williams Air Force Base, Ariz. He reported to Washington, D.C., in June 1984 to begin training for his attache assignment. He assumed his present duties in July 1985.
General Hiner is a command pilot with more than 4,500 flying hours. His military decorations and awards include the Legion of Merit, Distinguished Flying Cross, Meritorious Service Medal with three oak leaf clusters, Air Medal with eight oak leaf clusters, Air Force Commendation Medal, Air Force Outstanding Unit Award Ribbon with "V" device and two oak leaf clusters, Combat Readiness Medal, Republic of Vietnam Gallantry Cross with silver and bronze stars, and Republic of Vietnam Armed Forces Honor Medal, 1st Class.
He was promoted to brigadier general Sept. 1, 1984, with same date of rank.
