Brigadier General Wayne E. Schramm is vice commander, Air Force Communications Command, headquartered at Scott Air Force Base, Ill. AFCC is the Air Force life-cycle manager for communications, computers and air traffic control systems. The command engineers, installs, operates and maintains these systems for the Air Force and selected government and civilian agencies worldwide.
General Schramm was born in 1936, in Howard, S.D., where he graduated from Howard High School in 1954. He received a bachelor of science degree in engineering physics from South Dakota State College in 1958 and a master's degree in aerospace management from the University of Southern California in 1967. The general completed Squadron Officer School in 1962, Air Command and Staff College in 1968, Industrial College of the Armed Forces in 1974 and the National War College in 1976.
The general was commissioned as a second lieutenant through the Air Force Reserve Officer Training Corps program in September 1958 and was assigned as a tactical officer for cadets at Lackland Air Force Base, Texas. He completed the basic communications-electronics course at Keesler Air Force Base, Miss., in October 1959 and was assigned to the 5th Tactical Control Group, Clark Air Base, Philippines, where he planned and participated in exercise deployments to Japan, Korea, Okinawa, Thailand and Taiwan.
Returning to the United States in June 1961, General Schramm was assigned to the 1911th Communications Squadron, Offutt Air Force Base, Neb. While there he served as communications operations officer and chief of maintenance. In September 1964 he transferred to Headquarters 5th Air Force, Fuchu Air Force Station, Japan, and served on the communications staff, where he managed communications operations in Korea and Okinawa as well as mainland Japan. During this period he obtained his master's degree from the University of Southern California.
General Schramm returned to the United States to attend Air Command and Staff College and, after graduating in June 1968, was assigned as commander of the 506th Tactical Control Maintenance Squadron, Udorn Royal Thai Air Force Base, Thailand. In August 1969 he assumed command of Detachment 5, Air Force Communications Service, Hanscom Air Force Base, Mass. After completing the Communications-Electronics Staff Course at Keesler Air Force Base, Miss., in April 1971, he was assigned to Headquarters U.S. Air Force, Office of the Deputy Chief of Staff, Programs and Resources, Washington, D.C. Upon graduation from the National War College in July 1976, he was assigned as vice commander, and subsequently as commander, of the 1945th Communications Group, Rhein-Main Air Base, West Germany.
In January 1979 he returned to Air Force headquarters as chief of the Tactical C3, Navigation and Automation Division, Directorate of Space Systems and Command, Control and Communications, Office of the Deputy Chief of Staff, Research, Development and Acquisition. While at Air Force headquarters, General Schramm also served as deputy director of command, control and telecommunications, Office of the Deputy Chief of Staff, Plans and Operations. Upon formation of the assistant chief of staff for information systems office in June 1983, General Schramm became the director of mission systems. In June 1984 he was assigned as deputy chief of staff for information systems, Headquarters Pacific Air Forces, and as commander of the Pacific Information Systems Division, with collocated headquarters at Hickam Air Force Base, Hawaii. The general was assigned as director of the Command and Control, Communications and Computer Systems Directorate, U.S. Central Command, MacDill Air Force Base, Fla., in June 1985. He assumed his present position in August 1988.
His military decorations and awards include the Defense Superior Service Medal, Legion of Merit, Bronze Star Medal, Meritorious Service Medal with two oak leaf clusters, Air Force Commendation Medal with two oak leaf clusters, Air Force Outstanding Unit Award, Vietnam Service Medal with four service stars, Republic of Vietnam Gallantry Cross with Palm, and Republic of Vietnam Campaign Medal.
He was promoted to brigadier general June 11, 1985, with same date of rank.
