Brig. Gen. Marvin T. "Tom" Smoot Jr. is the Commandant, Joint Forces Staff College, National Defense University, Norfolk, Va. He leads a highly qualified faculty and staff in the education of national security professionals to plan and execute joint, multinational, and interagency operations to instill a primary commitment to joint, multinational, and interagency teamwork, attitudes and perspectives.

General Smoot is from Knoxville, Tenn. He attended the University of Tennessee and later graduated from Western New England College, Springfield, Mass., in 1979. He received his commission through the Officer Training School in October 1980. He has commanded Air Force units at the squadron, group and wing levels. His staff tours include assignments in the Office of the Secretary of Defense, the Joint Staff, Air Staff, three major commands, and the Air Force Personnel Center. In 1998, General Smoot served as a deputy commander in the Pacific theater for three months on the first U.S. Air Force Air Expeditionary Force deployment to provide precision air strike capability from Kwang Ju, South Korea. In 2007, he was selected by the Secretary of Defense to be the Executive Director of his Independent Review Group to report on rehabilitative care and administrative processes at Walter Reed Army Medical Center and the National Naval Medical Center. His previous assignment was at Air Force Materiel Command, Wright-Patterson Air Force Base, Ohio, as Director of Manpower, Personnel and Services.
