The U. S. Energy Information Administration (EIA), the Nation’s premier source of energy information, is currently seeking a self-motivated and highly-qualified candidate to supervise its Survey Applications Development and Maintenance Team (SADMT). This position reports to the Director of the Office of Survey Support and Application Management in EIA’s Office of Energy Statistics. This Office conducts a wide range of survey and integration activities related to energy consumption and efficiency; electricity; nuclear and renewable energy; oil, gas and coal supply; and bio-fuels.  It highly professional staff produces weekly, monthly, quarterly, annual and quadrennial statistical reports.  For more information about the mission, history, products and services of EIA, please visit our website http://www.eia.gov.


This position is established to provide supervision and leadership to the SADMT which is responsible for conceiving, planning, and/or leading new business transformations and legacy systems support and replacement projects.  Transformation projects are EIA strategic initiatives designed to reengineer current business process and the associated technology footprint as well as fully leverage human capital and facilitate new agency survey product development.  The incumbent establishes goals, objectives, and priorities along with plans and programs to accomplish the team’s functions and contribute to the EIA program mission.  The incumbent provides leadership to the team and exercises both technical and administrative supervision over Federal staff within the team.  The incumbent also utilizes contractor resources to support the SADMT functions.

Candidate should have experience that has applied analytical and project management skills to initiate, develop, perform and document a broad range of business operations support and technical systems integration assignments involving energy data collection, data assimilation, and technical systems integration.  These assignments include making recommendations that recognize the limitations of current and future resources and that document with clarity and attention to detail business processing solution(s) for consideration by program survey managers and agency information technology governing bodies.

 

Superior communication skills (both written and verbal) are critical to this position to document requirements and explain business operational support and technological solutions in support of program survey managers.  Effective negotiation and trade-off management skills are needed to resolve the needs of program customers for quality data in a timely manner within the realities of limited resources and the need for establishing project priorities.

 

Applicants should demonstrate experience in the testing and validation of new or revised business transformation processes for data collection activities, as well as experience in monitoring, evaluating and coordinating multiple projects and studies that collectively support data collection activities.
