To support emergency medical care collaboration and policy development at the Federal level, the Emergency Care Coordination Center (ECCC) desires to enter into a contract agreement with a university affiliated emergency medical care provider or a similar entity with expertise in the area of emergency medical care and an interest in emergency care research. This agreement will provide a career broadening Fellowship opportunity for an individual and include exposure and close interaction with officials responsible for developing Federal policies and procedures related to the daily delivery of emergency medical care. The Fellow selected will be assigned to the ECCC, Washington D.C. The selected Fellow will review and analyze developments involving emergency care, identifying areas that require attention, and stimulating new research and policy initiatives to address these areas. Through contacts at professional meetings, review of scientific literature, and ECCC program participation, the Fellow will serve as staff specialist, providing guidance and recommendations regarding the status of research and policy needs - and various areas of critical interest and program concerns - to the Director. The Fellow will also assist in the evaluation of ECCC progress, providing recommendations in the areas that require additional support and/or continued research projects/programs in the area of emergency medical care. Additionally, s/he will assist in the planning, development, implementation, coordination, and administration of programs in support of the ECCC mission. The Fellow will maintain a broad overview of emergency care and also be tasked with developing at least one focused research effort resulting in an article of publishable quality prior to the completion of the Fellowship year.

Mandatory Evaluation Criteria


 The Mandatory Evaluation Criteria described below will apply to this solicitation:


1. Prospective bidders must have at least 10 years of active continuous experience in the field of emergency medical care through either the provision of emergency medical care through a major medical center or hospital network, emergency medical care policy formulation or advocacy at the national level, emergency medical care clinical or policy research, or national level emergency medical care professional organization


2. Demonstrated ability to recruit highly qualified candidates for the Fellowship that meet the qualifications stated as "General Fellow Selection Criteria and Process" in Article C.3. of this solicitation.


Quotes that are deemed as not reasonably fulfilling the Mandatory Evaluation Criteria will not be reviewed further.
