To translate the GRIB2 file, we recommend the "degrib" program located at http://www.weather.gov/mdl/degrib.  It is capable of converting the GRIB2 data into NetCDF, ESRI shape file (in 3 flavors), Google Earth's KML format, binary .flt files (for use with GrADS or ESRI spatial analyst), ASCII CSV file, and is able to create maps in the form of .png files.  In addition degrib allows one to inventory the file and probe for values at a given location.  As a bonus it is capable of doing a frequency analysis of the data, to check on the actual precision of the data.
