· University degree in law or social sciences with experience/expertise in international law, and/or refugee law and other relevant studies. An advanced degree is strongly preferred for participation in the JPO program.

· At least 2 years of relevant experience with a MA or 4 years of relevant with a BA, preferably including at least one year of international experience. Competitive applicants would have working experience in International Refugee Law.

· Fluency in English is required. Candidates proficient in a second UN language (French, Spanish, Arabic, Chinese, or Russian) in addition to English are strongly preferred for participation in the JPO program.

Job Description (JPO)

GENERAL INFORMATION:

Title of the post: Associate Protection Officer (JPO)

Sector of activity: Refugee Protection

Location: Dolo Ado, Ethiopia

Type of duty station: E-duty station; UN security phase III

Duration of the assignment: one year

SUPERVISION:

The incumbent will work under the supervision of the Protection Officer. Guidance will also be provided by the Senior Protection Officer and Head of Sub Office on general operational priorities and the political context.

The Protection Officer will provide advice and coaching to facilitate the assumption of the responsibilities required by the job and improves the JPO’s performance.

The performance of the incumbent will be regularly reviewed on the basis of the duties and responsibilities described below. He/she will be subject to the performance evaluation procedure of UNHCR’s Performance Appraisal Management System (PAMS). The supervisor will set the objectives for the incumbent for the period of one year. A mid-term review and a final appraisal will be conducted.

DUTIES AND RESPONSIBILITIES:

1. Assist Protection Officer on the implementation of and reporting on the Protection Strategy for Dollo Ado and other duties of assistance as required.

2. Coordinate Protection activities in Transit and Reception Centre, including: assisting in the registration, profiling and eligiblity interviews and provide protection to refugees and persons of concern to UNHCR; ensure individual refugees with specific protection needs and risks are identified and addressed in a timely manner; intervene with authorities when there are violations of human and refugee rights, e.g. arbitrary arrests, abusive detentions, access to asylum, etc

3. Supervise the reallocation and family reunifications of refugees from and between camps to ensure refugees are transferred in a safe and dignified manner.

4. Undertakes regular visits to field sites in the sub region and monitors all protection issues, meets with refugees and local authorities to be fully aware of the situation.

5. Assist the Protection Officer in preparing various protection reports, concept notes, briefing papers and trend analysis on refugee flows to Dollo Ado from Somalia and vice versa.

6. Assist Protection Officer in liaising with the authorities, UN agencies, NGOs, local communities and refugees on matters pertaining to refugee protection in Dollo Ado.

7. Support access to justice of refugees through capacity builing, awareness raising activities including conducting training, workshops and seminars on international protection for various actors in Dollo Ado.

8. Ensure access and effective legal response for survivors of SGBV through monitoring and liaison activities to ensure GBV prevention, protection risk assessments, and other related activities to promote a protective environment for refugees in Dollo Ado.

9. Assists in assessment needs for durable solutions for refugee individuals and families, as and when necessary and provides recommendations to supervisor.

10. Participates in training activities in the field of refugee protection and human rights for selected groups, such as implementing partners, local authorities refugees and host communities.

11. Participates in protection meetings with various actors in Dollo Ado and follow up on issues that need to be addressed.

12. Undertakes other duties as required.

QUALIFICATIONS AND EXPERIENCE:

Qualifications: University degree in law or social sciences with experience / expertise in international law, and / or refugee law and other relevant studies. BA/LLB and 4 years of relevant work experience or MA/LLM and 2 years of work experience.

Experience: Minimum 2 years.

Skills: Good command of MS Office software and internet, Good drafting skills, Good communication and diplomatic skills

Competencies required: Managing Performance, Coaching and Developing Staff, Political and Organizational Awareness

Training components and learning elements:

The incumbent will be encouraged to participate in the UNHCR’s thematic Learning Programmes and workshops on refugee protection. The supervisor will provide on-the-job training. At the end of the assignment the incumbent’s knowledge of refugee protection principles and procedures is expected to increase as well as its drafting and reporting skills and communication in English.

Refugee Protection in Dollo Ado

The Sub-office in Dolo Ado is in charge of the respective refugee camps, where Somali refugees currently reside. The Dolo Ado operation is still an emergency operation and UNHCR carries out the full range of protection and assistance activities.

As of 30 June 2012 a total number of 159,695 refugees in 5 refugee camps: Bokolomayo, Melkadida, Kobe, Heloweyn and Bur Amino were being assisted by UNHCR Sub office in Dollo. There are new arrivals everyday, with an average rate of 200 asylum seekers per day as of 30 June 2012.

Sub Office Dollo continues to respond to increasing flows of refugees, security concerns and other protection challenges associated with hosting large number of refugee population in coordination with other humanitarian actors in Dollo Ado.

Living conditions

Dolo Ado is located in a hot, semi arid province close to the Somali border. Staff is accommodated in a compound provided with security and basic facilities. Due to the security situation in the area there is a curfew and a restriction of movement which are determined by the UN Area Security Coordination Team in Dollo Ado. Staff is entitled to a 5 day break after every six weeks during which they can travel to Addis Ababa for rest and recuperation.
