A Study of the Use of Recycled Paving Material, Report to Congress

Description: This study and report was in response to the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991. The study was to determine: the threat to human health and the environment, the ability to recycle, and the performance of asphalt pavement containing recycled rubber; the economic savings, technical performance, and threats and benefits to human health and the environment of using recycled materials in highways; and the utilization and practices of all States relating to the reuse and disposal of highway materials. The FHWA and the Environmental Protection Agency (EPA) created a joint technical 1038(b) study coordination group to conduct the study, synthesize available information, and prepare the report to Congress.
