Memorandum of Understanding (MOU) that was signed in 1986 and expired in
1991 was replaced by cooperative work agreements.
The Bureau participates with
Environment Canada in six joint oil spill response research projects. These
efforts focus on remote sensing and measurement of spilled oil; chemical
treating agents; the properties and behavior of spilled oil; testing and
evaluating oil spill absorbents; cleaning up of oil from shorelines; and
mechanical containment and cleanup of spilled oil.
The Bureau cooperates in joint
projects with the Canadian Coast Guard at Ohmsett – The National Oil Spill
response test facility. One project evaluated remote sensing equipment to
detect spilled oil. Another evaluated the oil containment performance of
five different types of fire-resistant booms.
The Bureau participates in the
yearly Arctic and Marine Oil Spill Program (AMOP) Technical Seminars.
The Bureau participated in the
third meeting of the International Committee on Regulatory Authority
Research and Development (ICRARD) held in Calgary, Canada, on April 11th,
1996. The ICRARD is open to offshore regulatory authorities that support and
fund offshore research and development programs. The ICRARD provides a forum
to exchange information on research.
Other
Activities
Canada also participates with
the Bureau and other countries in Arctic Environmental Protection Strategy.
Canada also participates with
the Bureau, Australia, Norway, and the United Kingdom in annual meetings of the
International Regulators Forum.
The country is currently
involved in a joint government-industry study, "Risk-based Optimization of
Pipeline Integrity Maintenance Activity" – Centre for Frontier Engineering
Research, Edmonton, Canada. The objective of the study is to develop
risk-based models and software tools for estimating the risk levels for
offshore pipeline systems.
Canada also participates in a
joint government-industry study, "Pressure Ridge Ice Scour Experiment"
–
Centre for Cold Ocean Resources Engineering, St. John's Newfoundland. The
objective of this study is to develop information on the integrity of Arctic
pipelines subject to the scouring action of moving ice masses, such as ice
keels, on icebergs.
