The Office of Planning and Research (OPR), created by statute in 1970, is part of the Office of the Governor. OPR serves the Governor and his Cabinet as staff for long-range planning and research, and constitutes the comprehensive state planning agency.

2013 INCREASE: Department of Fish and Game - CEQA Document Filing Fees  10-17-2012
On September 29, 2006 Senate Bill 1535 was passed increasing the amounts of filing fees collected by the Department of Fish and Game and requires the fees be adjusted annually pursuant to Fish and Game Code Section 713. Please click here for more information.



2012 ZEV Action Plan: A Roadmap toward 1.5 Million Zero-emission Vehicles on California Roadways by 2025  10-11-2012
The Governor’s Office of Planning and Research has convened an interagency working group to develop a plan to achieve Governor Brown’s Executive Order on Zero Emission Vehicles. This plan is currently in draft format and OPR invites public input on this plan through November 1, 2012. Feedback on this Action Plan can be provided by emailing zevfeedback@opr.ca.gov.



PUBLIC REVIEW: Land Use, General Plans, and Disadvantaged Communities Technical Advisory (Senate Bill 244)  10-10-2012
The Governor’s Office of Planning and Research (OPR) is pleased to solicit your input on the public review draft of the Senate Bill 244: Land Use, General Plans, and Disadvantaged Communities Technical Advisory. Senate Bill 244 (Wolk 2011) requires Local Agency Formation Commissions (LAFCOs) to make determinations regarding “disadvantaged unincorporated communities” during their municipal service reviews, sphere of influence updates, and annexation approval process. SB 244 also requires local governments to amend the land use element of their general plans to identify and describe “island communities,” “fringe communities,” and “legacy communities” and include an analysis of water, wastewater, stormwater drainage, and structural fire protection needs or deficiencies for each of the identified communities. The Technical Advisory provides OPR’s recommendations for LAFCOs and local governments to comply with these new requirements.
