WIA Participants by Program PY-2004-2009
The number of participants in the WIA Adult program more than doubled between Program Years (PYs) 2004 and 2005. The number of individuals served by other WIA programs (Dislocated Workers and Youth) decreased during the same time period. As shown in the table below, the trend of large increases in Adult numbers continued through PYs 2006-2009 growing annually at 63, 62, 84, and 34 percent, respectively. Dislocated Worker participants generally increased as well between PYs 2004 - 2009, with an increase of 72 percent in PY 2009.
Initially the increases were primarily due to a change in the number of self-service and co-enrolled individuals who receive other core services through the One-Stop Career Center system. In FY 2009 and through FY 2010; however, participation dramatically increased due to an increased demand for services caused by increased unemployment, plus the availability of additional resources through the Recovery Act.
Participant numbers in the Youth program declined consistently between PYs 2004 - 2007, but saw an increase of approximately 7.6 percent in PY 2008 and 1.5 percent in PY 2009; again, primarily due to Recovery Act funding.
