Section 503 of the Workforce Investment Act (WIA) authorizes the Secretary of Labor to award incentive grants to states
that exceed performance levels for programs authorized by title I of WIA, the Adult Education and Family Literacy Act
(AEFLA), and the Carl D. Perkins Vocational and Technical Education Act (Perkins Act). The grants are used for a variety
of purposes, including infrastructure support, coordinated training with partner programs, and staff capacity building.

These TEGLs offer guidance on negotiating performance, the incentives and sanctions process and the policy for failing to meet those negotiated levels.
