This position is located at the National Credit Union Administration (NCUA), Region III, Division of Supervision (DOS). You will serve as the senior analyst handling the most difficult and complex work in the Division. 

 

This position is in a bargaining unit.

DUTY STATION STATEMENT:  One vacancy to be filled in Alabama, Florida, Georgia, Indiana, Kentucky, Mississippi, North Carolina, Ohio, South Carolina, Tennessee or contiguous states with a preference for Atlanta, GA.

 

RELOCATION STATEMENT:  Relocation expenses will be paid if the candidate is an NCUA promotion eligible employees who elects an Atlanta, Georgia duty station.  

 

As the Supervision Analyst, you will provide a comprehensive review and quality control analysis of examination reports and problem-solving reports by field staff on federal credit unions; review reports requiring special handling because of the financial condition of the credit union, political sensitivity, examiner performance issues or other significant factors; and analyze reports and supplemental materials to determine factors of strength and areas of weaknesses.  You will identify federally insured state credit union operational problems based on the review of state examination and audit reports, insurance reviews and financial reports, Financial Performance Reports and computer-generated reports; recognize trends and develop programs, policies and written guidelines for dealing  with supervisory and examination issues; analyze financial data and prepare reports to agency management on current and projected credit unions conditions; and consider adequacy of capital structure, volume of substandard assets, earning power, dividend and charge-off policies, loan and investment standards, credit union history and competitive position in the community, and conformance to laws and regulations.  You will recommend approval or rejection after determining conformance with applicable laws, regulations, policies, sound business practices, potential risk to the Share Insurance Fund and consideration of the best interests of the credit union; develop liquidation plans and prepare recommendations to the Division Director concerning administrative actions if necessary to conclude the liquidation; respond to the division's most complicated correspondence and telephone inquiries; and serve as acting Director in the Director's absence.

You must have one full year of specialized experience equivalent to the next lower grade level in the federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. 

 

To qualify at the CU-13 level, you must have one full year of specialized experience equivalent to the CU/GS-12 in the federal service.  You must show in your resume experience with a financial institution in which you have recommended for developed complex regulatory or administrative actions, your resume should demonstrate work as a temporary principal examiner/principal examiner (or equivalent) and demonstrated experience as an Examiner in Charge (EIC) in a financial institution with an asset size greater than $100 million or a CAMEL rating of 4 or higher.

 


You cannot qualify for this position based on education. You must have the specialized experience as described in the "Qualifications" section.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

 

1. Knowledge of the theory, concepts and practices of accounting and auditing and the ability to apply this knowledge effectively to analyze examination reports and to apply Generally Accepted Accounting Principles (GAAP).

2. Ability to accurately apply and analyze financial and investment data.

3. Thorough knowledge of the Federal Credit Union Act, federal, state, and local laws, administrative decisions, practices, procedures and policies in order to review reports and recommend actions.

4.  Background or experience in credit union operations and or practical experience in examining financial institutions.

5.  Effective verbal skills for making contacts and the ability to write clearly and accurately to provide a thorough analysis showing that adequate conclusions have been reached and recommendations can be supported by the agency officials.

6.  Thorough knowledge of applicable automated system (for example:  word processing, spreadsheet, and database programs) and the ability to use the systems to carry out assignments.

Salary: Pay will be set using NCUA's Compensation policy.  The salary range shown is NCUA's National Pay Rate (NPR). The NPR will increase by the geographic rate for the assigned duty location.
