Director Kappos Promotes Innovation in Southern California

Under Secretary and United States Patent and Trademark Office Director David Kappos briefed southern California innovators on the many ways the Obama administration is advancing U.S. innovation. He met with technology entrepreneurs at Powerwave Technologies in Santa Ana, California, hosted by Southern California’s TechVoice chapter in conjunction with CompTIA and locally-based Technology Leadership Political Action Committee (TLPAC). The USPTO is on the eve of publishing a series of new rules implementing the America Invents Act, signed last September by President Obama, which will improve patent quality and make it easier for U.S. innovators to protect their intellectual property (IP) abroad. Attendees were briefed on AIA implementation as well as the USPTO’s plans to open four new satellite offices, including one in the Silicon Valley region of California. “By building partnerships and collaborating with the Orange County Bar and broader community,” Director Kappos said, "the USPTO will better engage its Silicon Valley office with the Southern California IP community.”

Secretary Locke Visits San Diego to Stress Importance of Exports in Competitiveness and Job Creation

U.S. Commerce Secretary Gary Locke visited Solar Turbines, one of California’s top exporters, for a tour of the company’s facility and a discussion with local small business owners on how the National Export Initiative will help small- and medium-sized businesses grow and create jobs in their community. Locke viewed the exporting process for industrial gas turbine engines from assembly through shipment to nearly 100 countries. Earlier in the day, he delivered the keynote address at the North American Competitiveness, Innovation & Clean Energy 2010 Conference Luncheon. NOAA's GOES-15 Weather Satellite Captures Its First Image of Earth

GOES-15, launched on March 4 from Cape Canaveral, Florida, joins three other NOAA operational GOES spacecraft that help the agency's forecasters track life-threatening weather—from tornadoes, floods and hurricanes—and solar activity that can impact the satellite-based electronics and communications industry. The black and white full-disk image shows North and South America with a storm system visible across the United States, indicated by a drape of clouds from New England westward to the central Plains. Further west is a cold front over the Rocky Mountains. Mostly clear skies are seen over the mid-Atlantic, southeastern U.S., Gulf of Mexico, California and Mexico. (More)

Secretary Locke Announces ARRA Grants in NY and CA to Expand Broadband Internet Access and Expand Economic Growth

U.S. Commerce Secretary Gary Locke announced two American Recovery and Reinvestment Act (ARRA) investments to help bridge the technological divide, improve education, and increase economic opportunities for low-income families in New York, New York and Los Angeles, California. The grants, totaling more than $29 million, will fund computer training and provide more than 30,000 computers to middle school students and their families in high-need schools, enabling them to make use of key educational, employment, and health resources online. Census: Texas Gains Most in Population, Last Estimates Before 2010 Census Counts

Texas gained more people than any other state between July 1, 2008, and July 1, 2009 (478,000), followed by California (381,000), North Carolina (134,000), Georgia (131,000) and Florida (114,000), according to the latest U.S. Census Bureau estimates. “This is the final set of Census Bureau state population estimates that will be published before the official 2010 Census population counts to be released next December," said Census Bureau Director Robert Groves. NTIA Announces First State Broadband Mapping Grants

The Department of Commerce's National Telecommunications and Information Administration (NTIA) announced that it has awarded the first four grants under NTIA’s State Broadband Data and Development Grant Program to fund activities in California, Indiana, North Carolina, and Vermont. The program, funded by the American Recovery and Reinvestment Act, will increase broadband access and adoption through better data collection and broadband planning. The data will be displayed in NTIA’s national broadband map, a tool that will inform policymakers' efforts and provide consumers with improved information on the broadband Internet services available to them. Secretary Locke Breaks Ground on Major San Diego-Area Recovery Act Project

U.S. Secretary of Commerce Gary Locke and Mayor Jerry Sanders led a groundbreaking ceremony in La Jolla, Calif., for two new buildings dedicated to ocean science on the campus of Scripps Institution of Oceanography at UC San Diego. The project is a major groundbreaking in California under the American Recovery and Reinvestment Act (ARRA). The buildings are supported by two federal agencies—the National Oceanic and Atmospheric Administration (NOAA) and the National Institute of Standards and Technology (NIST)—and will feature state-of-the-art marine life tanks and cutting-edge science labs. NIST Deploys Experts to Assist In California Fires

The Department of Commerce’s National Institute of Standards and Technology (NIST) has sent two experts to California to assist in collecting data on structural fire damage in the ongoing Los Angeles Basin fires, also known as the “Station” fire. This fire is a Wildland-Urban Interface (WUI) fire, a type that is growing more prevalent as housing developments push into former wilderness areas. Fire researchers are working to understand WUI fire behavior and the effectiveness of current strategies for best reducing risks from such fires. (More)
