Vice Admiral Manson K. Brown
The Deputy Commandant for Mission Support (DCMS) organization is
responsible for all facets of life-cycle management for Coast Guard assets,
from acquisition through decommissioning. This includes ships, planes,
buildings and information technology. People are the Coast Guard’s largest
and most valuable asset, and the DCMS organization is responsible for the
processes that grow and sustain them for their time in Coast Guard service
as well as through retirement. The Coast Guard Deputy
Commandant for Mission Support leads the 17,000 person DCMS organization,
providing a single point of accountability to operational commanders.
Our vision is to deliver sustained and adaptable readiness for Coast Guard
missions. The four DCMS Assistant Commandants, CG-1 (Human Resources), CG-4
(Engineering and Logistics), CG-6 (C4IT) and CG-9 (Acquisitions), coordinate
the planning, policy and budget for six Logistics and Service Centers in the
field. The centers provide the technical authority and oversight for
maintenance and support of all Coast Guard assets. Logistics and support
services are centrally managed through the centers, but regionally executed
through our bases, which are being stood up in key locations throughout the
country. The Director of Operational Logistics (DOL) will ensure
standardized support through oversight of the future bases and offer a 24x7
mission support watch to effectively facilitate support to the field during
normal operations and contingencies across the entire Coast Guard
enterprise.
The Force Readiness Command (FORCECOM) and all Coast Guard training centers
are also part of the DCMS organization. FORCECOM will drive a continual
human performance cycle to impart the skills and knowledge required to
achieve mission excellence through delivering clear doctrine, training and
quality assessments.
Together, the DCMS organization is developing a unified logistics system
based on sound business management and accountability for mission support
that will improve the readiness, capabilities and responsiveness of our
people and assets while ensuring the safety of all Coast Guardsmen operating
on the front line.
