Supporting Innovation through Platform Technology Development

The Pandemic and All Hazard Preparedness Act (PAHPA) directs BARDA to promote:
 
  • innovations in technologies that may assist countermeasure and product advanced research and development;
  • research on and development of research tools and other devices and technologies; and
  • research to promote strategic initiatives.
 
BARDA encourages the advanced research and development of science and technology advancements focused on (1) product development improvements to enhance the safety, efficacy, and ease of use of medical countermeasures (MCM), (2) reduction in the time and cost of MCM development, evaluation, and manufacturing, and (3) advancing development of innovative diagnostic platforms for the rapid detection of priority pathogens. Preparedness mission and priorities are articulated in the HHS Public Health Emergency Medical Countermeasures Enterprise (PHEMCE) Implementation Plan for CBRN Threats and the National Strategy for Pandemic Influenza.
 

Request a Meeting with BARDA:

As part of its mission to advance innovation, BARDA meets with companies that have promising technologies which may help the Nation respond to a public health emergency, either naturally occurring or intentionally induced. These meetings are intended to provide industry with an opportunity to present their products and technologies to BARDA, solicit feedback, and facilitate communication. You can request a meeting with BARDA through MedicalCountermeasures.gov.
 
MedicalCountermeasures.gov does not accept unsolicited proposals and that BARDA cannot meet with companies that are currently competing for a contract under an active solicitation issued in accordance with the Federal Acquisition Regulation (FAR 15.306).
 

Submit a Proposal for Platform Technologies:

On June 8, 2012, BARDA issued the Science and Technology Platforms Applied to Medical Countermeasure (MCM) Development. This rolling BAA is designed to promote science and technology advancements of platforms applied to MCM development for the Strategic Science and Technology Division (SSTD) of BARDA. This BAA solicits proposals that focus on one or more of the following areas of interest:
 
  • Technologies to accelerate evaluation of candidate vaccines and therapeutics
  • Formulation chemistry, protein stabilization, and vaccine delivery technologies
  • Innovative methods in bioprocess development and manufacturing
  • Methods and technologies that support development of diagnostic tests for rapid diagnosis of human infections
 
A submission in response to this BAA constitutes competition for a contract under an active solicitation issued in accordance with the Federal Acquisition Regulation (FAR 15.306). As such, companies cannot meet with BARDA personnel regarding technologies or products related to the submission until review and disposition of the white paper or full proposal. This includes meetings that are requested through MedicalCountermeasures.gov. However, if you would like to discuss a different concept or idea that you believe fits under the SST BAA, you may request a meeting with BARDA to discuss this technology.
