CBRN/SST Advanced Research and Development Acquisition Section

The Chemical, Biological, Radiological and Nuclear/Strategic Science and Technology Advanced Research and Development (CBRN/SST AR&D) Section awards contracts that promote the advanced research and development of medical countermeasures to prepare the Nation to respond to public health emergencies caused by the release of CBRN agents, as well as pandemic influenza and other emerging infectious diseases.

The CBRN AR&D Section directly supports the ASPR/BARDA mission to build a pipeline of candidate medical countermeasures aligned with the goals articulated in the HHS Public Health Emergency Medical Countermeasures Enterprise (PHEMCE) Implementation Plan.

The SST AR&D Section directly supports the ASPR/BARDA mission to promote innovations in technologies that may assist countermeasure and product advanced research and development, as articulated in the Pandemic and All Hazard Preparedness Act. SST mission aligns with the PHEMCE Implementation Plan as well as the National Strategy for Pandemic Influenza.

Available Opportunities

The CBRN Advanced Research and Development Section works primarily through the BARDA Broad Agency Announcement for the Advanced Research and Development of Chemical, Biological, Radiological, and Nuclear Medical Countermeasures and the SST Advanced Research and Development Section works through the BARDA Broad Agency Announcement for Science and Technology Platforms Applied to Medical Countermeasure (MCM) Development.

Through the BARDA Broad Agency Announcement for the Advanced Research and Development of Chemical, Biological, Radiological, and Nuclear Medical Countermeasures, BARDA is soliciting proposals for the advanced research and development of medical countermeasures for CBRN agents that threaten the Nation.

The proposals must focus on one of the research areas of interest:

  1. Vaccines Development
  2. Antitoxins and Therapeutics
  3. Antimicrobials and Antivirals
  4. Radiological and Nuclear Agent Countermeasures
  5. Chemical Agent Countermeasures
  6. Diagnostics

The BARDA BAA for Science and Technology Platforms Applied to Medical Countermeasure (MCM) Development is a continuation of a previous BAA (BARDA-BAA-11-100-SOL-00001) and is similarly designed to promote science and technology advancements focused on:

  1. product improvements to enhance the safety, efficacy, and ease of use of medical countermeasures (MCM)
  2. reduction in the time and cost of MCM development, evaluation, and manufacturing
  3. development of innovative diagnostic platforms for the rapid diagnosis of priority pathogens.

The specific application of the platform technologies focused on biodefense, pandemic influenza, and other emerging infectious diseases. The Government's intent is to solicit potential advancements in science and technology in the following BARDA SST Areas of Interest:

  1. Pipeline acceleration and evaluation of candidate vaccines and therapeutics.
  2. Product improvements to enhance safety, efficacy, ease of use, and manufacturability of MCM.
  3. Product repurposing to treat novel and emerging pathogens.
  4. In vitro diagnostic platforms for the rapid diagnosis of human infection.

Proposal Process and Contract Award

Prior to submitting a full proposal under the BARDA Broad Agency Announcement for the Advanced Research and Development of Chemical, Biological, Radiological, and Nuclear Medical Countermeasures or the BAA for Science and Technology Platforms Applied to Medical Countermeasure (MCM) Development, the CBRN/SST Advanced R&D Section requests and evaluates white papers describing your project.

The CBRN/SST Advanced R&D Section then provides feedback on the proposals on several occasions throughout the process. We also have held multiple pre-proposal conferences annually to facilitate communication with potential offerors.

The CBRN/SST Advanced R&D Section has awarded over 50 contracts since its establishment in 2008. Currently, all of our awards, from RFPs and BAAs, are in the form of Cost type contracts, either cost reimbursement or cost plus fixed fee. Recently the ASPR has been granted the authority to award Other Transactions for research. Other Transactions will be awarded from the Broad Agency Announcements as appropriate.

Organizational Structure

The Chemical, Biological, Radiological, and Nuclear and Strategic Science Technology Advanced Research and Development (CBRN/SST AR&D) team is located within the Office of Acquisition Management Contracts and Grants.

CBRN/SST AR&D directly supports the ASPR/BARDA mission to build a pipeline of candidate medical countermeasures to support the preparedness mission of the HHS Public Health Emergency Medical Countermeasures Enterprise. It provides contract management support to both BARDA\CBRN and BARDA\SST for their advanced R&D contracts.
