Oregon Government Ethics Commission
The Oregon Government Ethics Commission (OGEC), established by vote of the people in 1974, is a seven-member citizen commission charged with enforcing government ethic laws. Oregon government ethic laws prohibit public officials from using office for financial gain, and require public disclosure of economic conflict of interest. The OGEC also enforces state laws which require lobbyists and the entities they represent to register and periodically report their expenditures. The third area of OGEC jurisdiction is the executive session provisions of public meetings law.

2009 Quarterly Public Official Disclosure
The filing requirement for the Quarterly Public Official Disclosure (QPOD) reports was eliminated with the passage of SB 30, but that bill did not make its provisions effective until January 2010. In an attempt to correct the issue, an emergency clause was added to HB 2518 that changed the effective date to be that of the date of signature of the bill.

The Governor signed HB 2518 on Thursday, July 7, 2009. The Commission will no longer require the filing of the QPOD beginning with the 2nd quarter report that was due by July 15, 2009. Please contact the Commission office at 503-378-5105 if you have questions or concerns.

The elimination of quarterly reports does not include or refer to Lobbyist or Client/Employer Lobbying Reports.
Commission Funding Fee Assessment
The 2007 Legislature enacted law (ORS 244.255) that reorganized the funding of the Oregon Government Ethics Commission in response to the public's request to remove the agency from the General Fund and create a more stable funding source.
