420A - Human Resources Technician

Duties:

Manages functions which support the Guard's Human Resource (HR)/Personnel Management systems.

Performs duties as Chief of a Section in Technical Field Operations Section or in the HR Platoon of an HR Company.

Serves as the HR Technician of a Brigade Combat Team (BCT) or at any Brigade (BDE)/Group level in the Army structure.

Monitors input to the Military Personnel Offices and other automated/manual data systems used in human resources/personnel management.

Makes decisions based on a variety of information sources, personnel and command requirements.

Initiates and prepares correspondence or messages to other organizations (both military and civilian) and individuals, in response to requests for information, policy or guidance.

Oversees and monitors: 

  • Strength management
  • Postal operations
  • Replacements operations
  • Casualty operations
  • Data accuracy
  • Levy and award actions for the Combatant Commanders
  • Office computer activities (e.g., Word, Excel, PowerPoint) supporting personnel activity

Interprets regulations, Military Personnel (MILPER) messages and All Army activities (ALARACT) messages.

Counsels individuals on personal and Family member affairs, financial matters and career considerations.

Supervises large numbers of military and civilian personnel engaged in administrative-related or specialized personnel duties.

Manages the integration of automated personnel systems into the information management work center.

Oversees issuance of all types of orders and processing.

Oversees customer services, including:

  • Management of the personnel services center appointment systems
  • Management of the Soldier suspense program
  • Management of the identification card system, including updates to the Defense Eligibility and Enrollment Reporting System/ Random Access Personnel Information System (DEERS/RAPIDS) database.

Minimum Prerequisites (42A/F/L) National Guard/U.S. Army Reserve:

  • Be a Sergeant (E-5) or above
  • Have a Primary Military Occupational Specialty (PMOS) 42A/F, PMOS 42L (see ALC note below) or PMOS 79T/V, and must complete the 42A certification course
  • Regardless of MOS, must be Unit Technician (GS employee) with at least five years of outstanding service, as documented on official evaluations
  • Regardless of MOS, must have previously served in one of the above MOSs and meet all time requirements of listed MOS
  • Be a 42A/F/L MOS Advanced Leaders Course (ALC) graduate; or if a 79T/V, be an ALC graduate and complete the 42A certification course
  • 30 semester hours of college with a minimum of six semester hours of college level English included from an accredited academic institution
  • Have 18 months' leadership experience supervising Soldiers documented on Noncommissioned Officer Evaluation Reports (NCOERs)
  • Have on file a minimum of three NCOERs that reflect outstanding duty performance ratings in human resource operations and/or personnel management
  • Have a minimum of four years' operational experience in 42A/F/L series MOS. Practical experience may be documented through NCOERs and award citations (also, see bullet below).
  • The following may be considered for Guard and Reserves Soldiers: Practical experience acquired from civilian employment may be acceptable, provided the experience is documented by employee evaluations or performance appraisals, and determined to be equivalent to military experience. A portion of the practical experience requirement may be waived for applicants who have a degree in:
    • Human Resource Management
    • Personnel Management
    • Business Administration
    • Public Administration discipline from a regionally accredited academic institution
  • An associate degree may be used to offset one year of practical experience.
  • A bachelor's degree may be used to offset up to two years of practical experience.
  • A master's degree (or equivalent) may be used to offset up to three years of practical experience. Applicant's grade point scores for discipline courses must be at least 2.0 on a 4.0 scale to qualify for education substitution.

Preferred Prerequisite:

It is preferred that applicants have six hours of documented computer training.

NOTE: A letter from a senior Human Resource Technician is not required. If a letter from an HR warrant officer (CW3-CW5) is included, it will add weight to the overall strength of the packet. A letter from a Field Grade Human Resource officer is also acceptable.
