eFiling & Forms


1. What is eFiling?

eFiling is an online system where qualified documents may be filed electronically through the FERC Internet website.

2. Can I register online to eFile?

Yes you can. Just register and create your new login and profile.

3. How can you be sure your eFiling has been successfully submitted?

You will receive an acknowledgement e-mail after you click on "Done". As soon as a PDF version of your submission has been created, you will receive a receipt e-mail. After your filing has been reviewed, you will receive either a Notice of Acceptance or a Notice of Rejection, if FERC cannot process your file.

4. Can a rejected filing be re-submitted?

Yes. You may correct and resubmit a rejected file.

5. Is user assistance available for eFiling?

In the event you encounter problems, contact FERC Online Support toll free at 1-866-208-3676 or 202-502-6652 during the Commission's business hours (8:30 a.m. to 5:00 p.m. Eastern Time) or e-mail us at ferconlinesupport@ferc.gov.

6. What are Forms?

Regulated entities are required to submit information to the Commission in structured filings, or forms. These forms are made available to the public. Some of these reports are filed with the Commission in electronic format, or Forms.

7. What form and documents may be filed electronically?

8. How are forms filed with the Commission?

Some Forms are filed using Form Submission Software provided by the Commission. We use the Internet to download the software, provide software updates on the user's workstation, and allow submission of forms data via the Internet.

9. How would I obtain copies of forms that are filed in hard copy?

You can either find the forms in eLibrary or contact the Public Reference Room.

10. How do I download a FERC Form 1?

You can download FERC Form 1 information by visiting the Form 1 page.

11. What is the time deadline for eFiling a document?

The same rules apply to paper and electronic filings. All filings must be received by 5:00 pm Eastern time in order to receive that day's filing date. The electronic filing system is up 24/7, but filings received after 5:00 pm are deemed to be filed on the next business day.

12. Can a signature line be left blank on a filing?

Any filing with the Commission must be signed (18 C.F.R. 385.2005(a)(1) Leaving FERC). For electronic filing, we clarified that requirement in 385.2005(c) to state "In the case of any document filed in electronic form., the typed characters representing the name of a person shall be sufficient to show that such person has signed the document for the purposes of this section."

Some people key "/s/ (name)" on the signature line, others leave it blank. We have an audit trail for eFiling that identifies the submitter and the person responsible for the filing. So it not necessary to include a scanned image solely for the purpose of showing a "pen and ink" signature.

13. Is there any requirement, for any electronic filing, to submit both a paper copy and an electronic copy?

You should not submit paper copies to the Secretary of the Commission for any document that you submit electronically. We intended for eFiling to be paperless, and our system notices the appropriate offices when we receive an eFiling. Depending on the circumstances and procedural schedule, you may want to address courtesy copies to a specific Administrative Law Judge or staff person working on the proceeding. But that is for their convenience; it is not a requirement.

14. If a required filing date falls on a weekend, holiday, or a day when FERC is closed, when would the filing be required?

The filing would be required the next business day. See 18 C.F.R. 385.2007 Leaving FERC.
