Judge Philip C. Baten
Judge Baten is a 1980 graduate of Virginia's George Mason Law School and graduated with distinction in the upper 10 percent of his class. He earned his Bachelor's and Master's degrees in political science from Howard University in Washington, D.C. Judge Baten belongs to the District of Columbia Bar, Federal Bar Association and Washington Bar Association.
From 2005 until his arrival at FERC in May 2010, Judge Baten was an Administrative Law Judge with the Office of Medicare Hearings and Appeals at the Department of Health and Human Services. Prior to that, Judge Baten was in private practice for nearly 23 years, developing extensive experience in criminal and civil litigation.
Judge Baten also served in a number of administrative and analytical positions at Howard University from 1973 to 1982. A Vietnam veteran, Judge Baten attained the rank of Captain in the U.S. Air Force and was awarded the Bronze Star.
