Division of Grants Management (Operations and Policy)
The Division of Grants Management’s Mission Statement: To provide efficient and effective management and administration
of IHS grants through quality customer service and technical expertise to all our valued internal and external customers.
The Division of Grants Management (DGM) is located under the Office of Management Services and falls under the oversight of
Grants Policy. The primary purpose of DGM is to solicit, award and administer grants and cooperative agreements for all
IHS grantee recipients. The DGM also provides grantees with guidance, financial management and technical assistance.
The IHS Grants Policy Office (GP) is organizationally located under the OMS and within DGM. This is where the Chief Grants
Management Officer (CGMO) and the Grants Policy Officer (GPO) reside. GP provides technical oversight of all DGM grants
operations functions to ensure compliance with all laws, regulations, policies (HHS and IHS) and terms of award applied to
our grant programs. The office develops and maintains policies and procedures for IHS grants management. GP provides training
for internal staff (grants/program) as well as grantees. The CGMO provides technical oversight of all grants staff and serves
as a liaison between the HHS Office of Grants Policy, Oversight and Evaluation on all grants management-related issues.
Finally, GP maintains all grant systems functions and is responsible for responding to inquiries and maintaining grant
opportunities on http://www.grants.gov.
