Asset Management Assistance Center

The Asset Management and Assistance Center conducts credit union liquidations and performs management and recovery of assets. Additionally, this office assists NCUA regional offices with the review of large complex loan portfolios and actual or potential bond claims. Staff also participates extensively in the operational phases of conservatorships and records reconstruction.

Barton's pictureMike Barton has been the President of the Asset Management Assistance Center (AMAC) in Austin, Texas since June 1999. As President, Barton serves as the key advisor to the NCUA Board on AMAC matters, including liquidation payouts, managing assets acquired from liquidations and management of recoveries for the National Credit Union Share Insurance Fund. AMAC also provides assistance and advice pertaining to conservatorships, real estate and consumer loans, appraisals, bond claim analysis and reconstructing accounting records.

Barton has more than 20 years experience in program administration, with specific expertise in liquidation and asset management. Prior to joining NCUA, Barton was Executive Vice President of an Albuquerque, N.M. savings and loan. Barton joined NCUA in March 1990 as Director of Asset Recovery for AMAC. Barton moved to the Austin, Texas office as Director of Special Actions and then returned to AMAC as Deputy to the President in 1993. From September 1997 to mid-December 1998, Barton served as Acting Director of AMAC. Barton received the NCUA Examiner of the Year Award in 1992.

Barton holds a degree in finance and accounting from the University of Texas and a bachelor’s degree from Texas A&M. A decorated veteran, Barton was awarded the Purple Heart and the Bronze Star after being wounded in Vietnam.

 

Deputy to the President - Donald Klein

 

Donald Klein, C.P.A., is the Deputy to the President of the Asset Management and Assistance Center where he has served since 2003. He is responsible for directing AMAC’s operations; which includes making share payouts following the liquidation of a credit union and managing the assets NCUA takes in from these liquidations.

During a twenty-year career with NCUA, Klein has been the Director of Supervision in NCUA’s Austin Region, a Supervisory Examiner in New York and Dallas, along with several other positions within NCUA.
