The incumbent will serve as a Budget Analyst in the Office of Oceanic and Atmospheric Research (OAR) of the National Oceanic and Atmospheric Administration (NOAA) in the Department of Commerce (DOC).

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-4 is equivalent to the GS-13/14.

Payment of relocation expenses is NOT authorized.

A one-year probationary period may be required.

The individual selected for this position will:

  • Plan and program staff in the early stages prior to and during budget development.  
  • Coordinate scientific proposal input from OAR labs and programs as well as HQ planning/program staff, orchestrating the review and editing of narrative budget justifications, writing analyses, overseeing preparation of budget exhibits, coordinating and writing/editing Q&As.  
  • Write/edit clearly and concisely, track budget progress from inception to appropriation via comprehensive spreadsheets, and perform cross-cutting analyses.  
  • Occasionally participate in laboratory and program reviews, presentations, briefings, and discussions.

There is no positive education required for this position.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower band/grade level (ZA-03/GS-12) in the Federal service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Specialized experience includes: Experience leading and coordinating budget planning and analysis activities in the development of an organization's future-year budget. Experience in program planning and coordination of program review and processes. Must also have experience using spreadsheet and presentation software as well as experience providing support in the development of program and/or budget requests. Experience demonstrating an understanding of environmental sciences.

HOW YOU WILL BE EVALUATED:

We will review your resume, optional cover letter and supporting documentation to determine if you meet the minimum qualifications for the position.  If you meet the minimum qualifications stated in the vacancy announcement, we will compare your resume, optional cover letter and supporting documentation to your responses on the scored occupational questionnaire (True/False, Yes/ No, Multiple Choice questions) and place you in one of three pre-defined categories.  These categories are "gold," "silver," and "bronze."  However, your resume and/or optional cover letter must support your responses to the self-assessment questions, or your score may be lowered.
