In response to a lawsuit filed by Public Citizen and Professor Stanley Kutler, the National Archives, the Nixon Estate, and Public Citizen established the negotiated Tapes Settlement Agreement of 1996. This agreement established a schedule for the processing of the Nixon White House Tapes.

The schedule separated the tapes into several chronological segments for review and release:

  • The first segment included all of the Cabinet Room tapes, to be followed by all the remaining tapes divided into five different segments.

  • Nixon archivists reviewed entire conversations as determined by the reviewers and released each conversation in full context.

  • To date, the Nixon Library has reviewed and opened approximately 2,636 hours of the Complete Conversations from the Nixon White House Tapes for public access.
